The Azerbaijani Economic Development Ministry announced a tender for procurement of projects for the gasification of a municipal solid-waste incineration plant, official press reported.

The tender fee is 300 manat. Interested parties should submit the following documents: a written request, a notarized copy of legal documents that reflect the full name, juridical status, a bank document indicating payment of tender participation, certificate from the tax authorities on lack of the mandatory payments, the financial accounts approved by the tax authorities for the last year of activity, a tender proposal, a bank guarantee amounting to two percent of the cost of the tender offer and a certificate of technical possibilities.
The documents may be submitted until 5:00 pm., April 21, and the tender offer and bank guarantee by 5:00 pm., April 29, to the ministry at address: Baku, Hajibeyov St. U. 40, Government House.

An announcement of proposed tenders will be held at 12:00 am, April 30, at the ministry.
The construction of the Waste-to-Energy Plant was decided within the framework of "The Comprehensive Action Plan for the improvement of the ecological situation in Azerbaijan for the years 2006-2010", approved by a presidential decree dated Sept.28, 2006. The design, construction and 20 year operation of the future Waste-to-Energy plant anticipates allocating 500,000 tons of MSW and 10,000 tons of medical waste, per year. The Balakhani Waste-to-Energy Plant consists of 2 incineration lines, each line with a 250,000 ton capacity and turbine producing electricity. The amount of electricity obtained as a result of burning waste will equal 231.5 million kilowatts per year. The plant will be commissioned in late 2012.

The plant has a multilevel environmental protection mechanism and will operate according to the strictest environmental requirements of the European Union and Azerbaijan.
