ISSA approves Azerbaijan's proposal on framework agreement for migrant workers' social protection

The Azerbaijani State Social Protection Fund has proposed to prepare a framework agreement which will govern the social protection of migrant workers and to adopt it at the international level, the chairman of the fund Salim Muslimov told media.

The international technical workshop on "Social protection of migrant workers in terms of globalization" is held in Baku on June 28-29. The event was organized by the State Social Protection Fund, the International Association for Social Security (ISSA) and the International Association of Pension and Insurance Funds.

"The efforts of different countries for their social protection must be united in terms of globalization and increasing the number of migrants," Muslimov said.
It is advisable to sign bilateral and multilateral agreements between the social security bodies.

"We voiced the proposal. According to it, ISSA should prepare a common framework agreement and submit it to various countries to accelerate the process of signing the agreements," the head of the state fund said.

He said that some commitments must be taken into account while preparing an agreement.

"The migrants' rights to social security must be the same in both countries, which signed the agreement," he said. "These obligations must be preserved in the future."

A decision was made to establish a working group chaired by the head of the Moldovan National Social Insurance Office Maria Borta, which will prepare a draft framework agreement and submit it to various countries to correct and submit to the ISSA.
