Azerbaijan strengthens measures to reveal new sources of income

The Azerbaijani Ministry of Taxes presented the information on more than 25,000 hired employees for the individual registration to the State Social Protection Fund for the last year. This process is underway today, chairman of the fund Salim Muslimov said.

At present, the fund opened individual accounts for 1.364 million taxpayers. According to the State Statistics Committee, the country has 1.370 million hired employees.

"This points to the lack of dispersion in statistics," he said. "At present, there are big problems with people involved in free labor activity, particularly in the construction sector, areas of catering, restaurant business, a private transportation business, etc. The fund enlightens to attract them to pay payments on compulsory social insurance."
The Ministry of Taxes and the State Labour Inspection Service at the Ministry of Labour and Social Welfare operate to reveal people who are not registered and brought to work without contracts.

"We regularly cooperate with these state bodies," Muslimov said.

About 550,000 people have been registered in the individual registration system since 2003 by creating new jobs.

According to the official statistics, 1.770 of 2.990 million people engaged in free labor activity are employed in agricultural facilities.
He said that most people registered in the individual registration system today provide information on work experience during the Soviet era. The amount of pension is being calculated on this basis.

"There is a decline in the number of people included in the pension system by age for the last three years," he said. "According to our calculations, this will continue until 2026. This is connected with experience. People will face the problem of giving the information about 12-year experience, beginning from 1991. The number of people included in the system on age will be reduced."

He expressed hope that progress will be achieved in resolving these issues in future.
