Azerbaijan to set up urban planning cadastre

State Committee for Architecture and City Building of Azerbaijan will begin to create an information base for urban development in 2012, Deputy Chairman of State Committee on City Building and Architecture Dovletkhan Dovletkhanov told Trend.

"We are studying the experience of various structures in the western countries in the compilation of urban cadastre in particular, what format, what information about it should be provided to society, and so on. State Property Committee creates a unified cadastre of real estate. We will work based on it, but town-planning cadastre will also include data on the use of the urban area project. For example, if the urban area will be divided into specific functional areas within each zone will be given territorial area with the requirements for the developer, in accordance with the town planning regulations, that is, for each zone will be given options of where and what you can build, to what extent, and so forth," Dovletkhanov said.

According to Dovletkhanov, first state committee will develop a framework for a single city in the future it will be created for all cities.

"We are actively studying this area. It won't be required to apply to any authorities in order to obtain a building permit, design and other works of investors in case if such information be disclosed in electronic form. With such open channels of public information, the investor will know in which country there are free sites and what is required for the development of the site, and then he can hire a professional designer and prepare the investment project," Dovletkhanov said.

Dovletkhanov said the committee plans to begin work on cadastre this year.
"Taking into account that, unfortunately, we do not have such capacity in the urban cadastre, we will attract foreign organizations during its development. We are planning to declare the tender before the end of this year" Dovletkhanov said.
