President of Turkmenistan criticises pace of Lehap development

The President of Turkmenistan Gurbanguly Berdymuhamedov noted the identified significant shortcomings, including those associated with the development of the industrial infrastructure of the Lebap region, the Turkmen government said on Tuesday.

It was planned to carry out the reconstruction of 169 social and cultural facilities in accordance with the national reform programmes in this province in the period of 2008-2011.
"However only 55, as evidenced by the results of the audit have been commissioned and the construction of 110 facilities is still going on despite the fact that the deadline has long expired. The construction of four facilities has not even started," the President said.

The construction of engineering networks is being implemented slowly. Only 64 per cent of work has been completed. The construction of 29 per cent of these facilities is going on despite the fact that the planned dates have expired. The work on the remaining plants which amounts to seven per cent hasn't been started.

"Only 39 per cent of planned water supply systems, 17 per cent of roads, 28 per cent of the power lines and 81 per cent of the gas pipeline was constructed due to the low level of work performance, "Berdymuhamedov added.
It was planned to complete the construction of 22 industrial enterprises and reconstruction of seven objects in 2011-2012. The construction of only nine of these facilities has been started.

The President also noted the poor organisation of work relating to the preparation and negotiation of project documentation. In this context, it was noted that the work is often delayed up to 20 months.

'Talking about the poor quality of the design of energy systems, including power lines, the president expressed his dissatisfaction with the lack of design agencies in the region specialising in the field. The poor organisation of work associated with the preparation of highly qualified specialists for the construction sector was also called as being among the main reasons', the message said.

"All of the above mentioned serious shortcomings in the implementation of national reform programmes and the main direction for the development of industry in the region were caused primarily by unsatisfactory performance of duties and inadequate organisation of work by some heads" Berdymukhamedov said.

In this regard the President demanded an analysis of the situation to draw a conclusion and promptly correct all identified deficiencies.

A gas pipeline to China commissioned in 2009 originates in the Lebap region.
