Authorized banking institutions has begun issuing coupons for gasoline and diesel fuel for the first half of 2013 in Turkmenistan, the report of Turkmen Petroleum and Mineral Resources Ministry said on Thursday.

Authorized banking institutions has begun issuing coupons for gasoline and diesel fuel for the first half of 2013 in Turkmenistan, the report of Turkmen Petroleum and Mineral Resources Ministry said on Thursday.

This is provided by presidential decree 'On regulating issuance of gasoline and diesel fuel to owners of individual passenger vehicles and motorcycles'.

Issuance of coupons for free gasoline (A-95) for each car in the total amount of 720 liters (120 liters per month) for the period of six months is provided to all Turkmen citizens.

The cost of one liter of gasoline A-95 in excess of the issued amount is 0.62 Turkmen tenge (22 cents).

The government explains the low prices and benefits for free quotas with the fact that the gasoline is produced in Turkmenistan.

Turkmenistan plans to increase capacity of country's oil refining field to 15 million tons of oil a year in 2015, 20 million tons - in 2020, 22 million tons- in 2025, 30 million tons - in 2030.

The country currently produces about 10 million tons of oil a year, most of which is processed in local refineries.
