E-procurement allows savings on budget assets in Kazakhstan

Kazakhstan's Sovereign Welfare Fund Samruk-Kazyna has saved 161 million tenge (150.59 tenge=1 dollar) since the start of an e-procurement information system, General Director of Samruk-Kazyna Contract LLP Serikbek Yelshibekov announced at a meeting of the public board on Tuesday.

Kazakhstan's Sovereign Welfare Fund Samruk-Kazyna has saved 161 million tenge (150.59 tenge=1 dollar) since the start of an e-procurement information system, General Director of Samruk-Kazyna Contract LLP Serikbek Yelshibekov announced at a meeting of the public board on Tuesday.

The total number of procurements from 31 January to 14 March 2013 amounted to 2817, of which 446 have already been completed. Savings on the procurement amassed161 million tenge, or 19 per cent of the planned prices," Yelshibekov said.

According to him, the electronic procurement process started in January 31, 2013 using the method of request for price proposals in total with the exception of procurements with participation of non-residents. As from March 31, electronic procurements will be carried out by this method in total, including procurements with the participation of non-residents.

"Our procurements should meet certain requirements within the scope of the WTO. Our fund offers certain measures in order to support investors. Briefly these are the creation of joint ventures, granting holdings access to basic capital of new enterprises, as well as providing long term orders for manufactured products," the executive director of Sovereign Wealth Fund Samruk-Kazyna JSC Samruk-Kazyna, Zhumagali Munzhasarov said.

He also noted the introduction of e-procurements will not affect the percentage of domestic products and services, but will affect the level of transparency and quality. According to him the share of domestic products and services comprised 63 per cent of the total by the end of 2012.
