Azerbaijan will apply expansionary actions on works at industrial parks, according to model provisions on industrial parks approved by the Head of State and published in the official press on Thursday.
Under the provision, expansionary actions will be implemented for the operation of parks in tax and customs areas, as well as measures to provide infrastructure for parks, define the rental of land at a minimum level, grant soft loans, simplify administrative procedures, organize services for the effective conduction of business, the use of incentives in the sales of heat and electricity, gas and water, output wastewater and collected waste.
The provision identifies and describes objectives and procedures for the establishment of industrial parks, the organization of their work, their management and development, as well as functions of an authorized body, the management company and the operators and residents of the industrial parks. In addition, rules are defined for the land use of industrial parks, particular technical regulation within the parks, planning and construction activity in the industrial parks and the elimination of parks.
According to the provision, the establishment of industrial parks and their activities may be financed from the state budget, revenues of the management organization as well as from other sources.
Land use of the industrial park is based on the rental agreement concluded between a resident of the park and the management company.
Existing territorial planning documents are applied to urban planning and construction in the industrial park. The decision to issue a permit for the construction and operation of buildings in the industrial park is made in accordance with the Construction and Building Code and the law 'On administrative performance'.
The provision also provides for the creation of joint industrial parks. The cost of running these parks and their management are determined in accordance with the interests of the state, a municipality or a special owner.
The industrial park will be liquidated, if within five years after the decision on its establishment, no contract is concluded on the implementation of entrepreneurial activity in its territory, or if previous contracts have expired.
