Minister: Amendments to be made to Kazakh laws for shifting vehicles to environmentally friendly fuel

It is planned to make amendments to Kazakhstan's laws in order to shift vehicles to environmentally friendly fuels, Kazakh Minister of Environment and Water Resources Nurlan Kapparov said on Feb.4 at a briefing at the Central Communications Service under the country's president.

"The ministry plans to make amendments to a number of draft laws for shifting vehicles to environmentally friendly fuels. Currently, jointly with the Ministry of Industry and New Technologies and the Finance Ministry, our ministry will be engaged in working out a stimulus program for recycling of cars," the minister said.

Priorities and measures of state support for shifting vehicles to environmentally friendly fuels will be worked out, according to the minister. To this end, it is necessary to improve the system for the collection of source data with the division of vehicles by categories, volume and type of engine, the operating time and mileage.

"This will raise the quality of the inventory of greenhouse gas and pollutant emission in the transport sector," Kapparov added.

Besides the legislative measures that will stimulate vehicle transfer to ecologically clean fuel, the ministry proposes to determine a pilot city, for example Astana or Almaty, for the implementation of these measures.

Earlier, while preparing for EXPO 2017, the Kazakh authorities announced their goal to make Astana a center of examining and introducing the world's best experience in searching for and creating the energy of the future. President Nazarbayev set the goals in energy savings based on the latest technologies in production, vehicle transfer for ecologically clean fuel and creation of infrastructure, including the electric vehicle production.
