Uzbekistan and South Korea to cooperate in geographic information systems

State Committee of Uzbekistan on Land Resources, Geodesy, Cartography and State Cadastre and the Ministry of Land, Infrastructure and Transport of South Korea signed a memorandum of understanding on cooperation in the field of spatial information and land management, the Uzbek Ministry told Trend Sept.3.

A memorandum was signed at the end of August, during the visit of the Uzbek delegation to Seoul for participation in the Smart Geospatial Expo-2014 forum, the committee's spokesman said.

The document envisages cooperation between the two countries through the exchange of experience, familiarization with the best practices of South Korea in the field of geographic information systems and with the latest technologies used, the source said.

As previously reported, Uzbekistan began establishment of a national geographic information system (GIS) in early 2014.

The system will be formed as an integral part of the E-government system, it will include the creation of satellite geodetic network and a single computerized system of state cadastre and registration of real estate for the rational use and protection of natural resources, the integrated development of regions of the country.

The Export-Import Bank of Korea has allocated preferential loan of $15 million to the Uzbek government from the Fund for Economic Development and Cooperation of Korea (EDCF) on implementation of the project worth $30.87 million. The loan is granted for a period of 40 years, including a ten-year grace period.

Uzbekistan will invest $15.87 million in the project, of which $6.05 million in the form of exemption from taxes and customs duties.

Project implementation period is from 2014 to 2017.

Experts estimate that the implementation of the project will make it possible to create a multi-purpose information system to provide a single integrated national accounting and evaluation of natural and economic potential of the country and its individual areas, as well as operational support of state power and administration, legal entities and individuals with the cadastral information needed for their activity.

At present, a national geographic information system corresponding to the world standards is created in South Korea using the latest information and communication technologies. South Korea GIS is a model for many countries by the level of applied computer technologies and is extensively studied by experts and specialists.
