Kazakhstan switches to e-customs declaration

Kazakh Finance Minister Bakhit Sultanov announced that the customs declaration in Kazakhstan will be switched to e-format from 2018 onwards.

Speaking at a governmental meeting on Dec.4, Sultanov said that within the framework of the digitalization of the economic sector, two approaches will be applied: the creation of the ASTANA-1 information system in the area of ​​electronic declaration and E-window for export-import transactions.

These projects are aimed reducing the period of customs clearance and simplification of customs declaration procedures.

"The launch of ASTANA-1 is carried out in stages: for example, the "Customs transit" subsystem was put into trial operation on Oct.1. Starting January 1, 2018, the remaining subsystems of the ASTANA-1 information system are planned to be operational in accordance with the norms of the Customs Code of the Eurasian Economic Union," said Sultanov.

The minister stressed that if to compare the existing schemes of customs operations with the information system ASTANA-1, the main differences will be reduction in the number of information systems, the ability to paperless declaring of goods, auto-release and auto-registration, and other innovations.

It is expected that the introduction of the integrated customs component of the Automated System of Customs and Tax Administration - ASTANA-1 in the Finance Ministry of Kazakhstan on the basis of the current version of the ASYCUDA World platform developed by UNCTAD, will optimize customs procedures and reduce administrative and time costs for participants in foreign economic activities of Kazakhstan.
