The number of able-bodied citizens in Uzbekistan is more than 13 million people, but only a part of them pay income taxes, Uzbek agency UzDaily reported citing First Deputy Chairman of the State Tax Committee of Uzbekistan Behzod Musayev.

Musayev said that, only 5,7 million citizens are officially working, according to the State Tax Committee.

He also said that the State Tax Committee is carrying out inspections to clarify this figure and the tax authorities have already checked some of the trading facilities and found out that some employees of the facilities work without registration.

Musaev added that entrepreneurs cannot be blamed for this, because in order to pay a salary of 1 million soums, they need to pay a tax of 500,000 soums.

The Concept of Reforming the Tax System of Uzbekistan proposes to combine the tax on personal income, unified social payments and insurance premiums of citizens into the off-budget Pension Fund under the Ministry of Finance of Uzbekistan into a single tax on personal income with a flat taxation scale of 25 percent.
