Kyrgyzstan OKs amendment to financing deal with large int'l organizations

The Kyrgyz Parliamentary Committee on Budget and Finance considered and approved the draft legislation “On ratification of the Letter of Agreement on Amendments to the Financing Agreement and the Grant Agreement signed on Nov. 27, 2017 in the city of Bishkek” on April 23, Kyrgyz media reported on April 23.

According to the information, the object of financing is the Kyrgyz state program “Den sooluk” [lit. – health] aimed at achieving certain results in 4 priority areas: cardiovascular diseases (CVD), maternal and child health, tuberculosis and HIV infection, by providing expanded coverage of key services, improving the quality of healthcare assistance and removal of barriers in the healthcare system.

Development partners support the “Den sooluk” program through the provision of funds in support of the budget, as well as through parallel financing.

On Jan. 28, 2014, a Memorandum of Understanding was signed between the Kyrgyz Republic, the Swiss Embassy, ​​the German Development Bank and the International Development Association (IDA).

The contribution of the Swiss Cooperation Office to the implementation of the “Den sooluk” program is $ 11.96 million, of the World Bank - $13.5 million (55 percent of which is a loan, 45 percent is a grant), of the German Development Bank - 16 million euros. Half of the allocated funds ($21 million) is channeled to support the budget under the State Guarantees Program.
