Kazakhstan intends to use experience of France in aircraft maintenance

Kazakhstan intends to use the experience of France in aircraft maintenance, the Civil Aviation Committee (CAC) of the Ministry for Investments and Development of Kazakhstan told Kazinform news agency.

"The British model to which we aspire assumes payment for all provided technical services. But their industry is so well developed that companies pay UK CAA International Ltd. absolutely painlessly. Such an approach will be a burden to us, especially to small aviation," the committee stated.

The committee explained that the principal difference of the British model is that the control and supervision of the technical condition of airlines and aircraft in their countries is carried out by a special state corporation, UK CAA International Ltd, which is doing this on a commercial basis.

"However, it is difficult to implement such a mechanism in our country for the above reasons, and therefore the CAC intends to use another method of financing, practiced in France and New Zealand. It involves deductions from air navigation charges for navigation support and traffic control through the country's airspace. That is, a part of these payments will be spent on flight safety, which is fully consistent with ICAO practice and international experience. Kazakhstan's advantageous geographical location between Europe and Southeast Asia makes it possible to use this approach effectively. Our tariffs are attractive, lower than European ones, on average ranging from 70 to 90 cents per kilometer of flight," the committee explained.

At the same time, the committee noted that the traffic intensity will be provided through security. A direct relation is observed here: the higher is the level of security of the country's airspace, the more attractive are the flights over its territory and the higher is the amount of air navigation charges.
