Azerbaijan to facilitate cross-border trade (Exclusive)

In 2019, the infrastructure at border crossing points will be modernized in Azerbaijan and measures will be taken to facilitate cross-border trade, Chairman of Azerbaijan’s State Customs Committee Safar Mehdiyev told Trend.

The chairman noted the State Customs Committee will make all the necessary efforts and use the available opportunities to successfully solve urgent problems, improve the social status of the population and will contribute to the economic development of the country.

The chairman also mentioned that the Customs Committee has been holding regular meetings with businessmen and getting acquainted with their opinions and proposals.

"Proposals of entrepreneurs are taken into account both regarding transparency in the relations between customs structures and businesses and protection of the rights of entrepreneurs, as well as in matters relating to the improvement of the legislative base, customs tariffs, and so on," Mehdiyev said.

The chairman stressed that the implementation of the Green Corridor system will be expanded for both import and export operations. Entrepreneurs will be able to carry out customs operations without the influence of the human factor.

Mehdiyev added that from Feb. 1, businessmen will be able to carry out export-import operations directly from their offices without the participation of customs officers.

"One of the main tasks is to expand innovations to accelerate economic development, strengthen the role of the creative industry in the modern economy and the impact of intellectual property on the information society, as well as protecting the cultural heritage of the Azerbaijani people," he said.

In line with this, in order to ensure the sustainability of the protection of intellectual property rights and the development of an innovative economy based on human capital, the legal framework will soon be revised and the register on intellectual property rights will be modernized.

At the same time, one of the goals of the committee is to simplify international trade and create a favorable business environment.

"I am convinced that the customs authorities of Azerbaijan will continue their successful activity, guided by the reforms of President Ilham Aliyev, aimed at diversifying the economy, developing the non-oil sector and increasing the country's export and transit potential, Mehdiyev said.

The decree approving the procedure for obtaining the right of permanent use by foreign trade participants of the Green Corridor pass system, suspension, liquidation and restoration of these rights was signed by President of Azerbaijan Ilham Aliyev on Dec. 21, 2018.

From Feb. 1, 2019, the Green Corridor pass system will be applied in Azerbaijan for participants in foreign trade operations.

The granting the right to use the Green Corridor pass system is aimed at creating more favorable conditions for participants of foreign trade operations who comply with the requirements of legislation in export-import operations, and also contributes to the acceleration of goods turnover across the customs border, the implementation of more flexible and transparent customs control, as well as simplification of international trade, establishing relations between officials and businessmen in import-export operations based on the principles of modern government.
