Kazakh car industry aims at electric and hybrid vehicles (Exclusive)

The main trend of Kazakh automotive industry today is manufacturers’ switch to electric cars and hybrid vehicles manufacturing, the Ministry of Industry and Infrastructural Development of Kazakhstan told Trend.

“The percentage of global cars on alternative technologies sale is to reach 89 percent based on the most optimistic prognosis. In the case of innovative scenario of industry development, the major part of the sale will account for electric cars. A number of major car manufacturers already announced their switch on exclusive manufacturing of electric cars and of plug-in hybrids,” said the ministry.

“The cost of possessing an electric car will equal the cost of possessing an internal combustion engine car of C-segment cars in 2022 (after 10 years of possession), whereas the same cost comparison in crossover segment will be equal in 2019,” said in the ministry.

One of the main restrictions of reaching the cost equality of possessing the electric car and the cost of possessing internal combustion engine car is poorly-developed infrastructure.

Currently there are over 320,000 units of standard charging stations and 120,000 stations of fast charging stations. By the level of charging stations availability the Netherlands are among leaders (0.27 stations per electric car), as well as Germany (0.22 stations per car), China (0.17 stations per car) and Japan (0.14 stations per car). The average global indicator is 0.14 stations per car.

“The question of economy within the manufacturing of electric cars is related to the car's cost and the electric cars demand among the population. The rapid growth of the demand is not being observed currently due to the fact that there are not enough measures to stimulate the switch to the eco-friendly means of transport,” said the Kazakh ministry.

Thus, in order to increase the electric cars demand the first thing to do is to provide the cost decrease, as well as to provide stimulation measures such as free parking within the paid parking lots, the permission to use the lanes allocated for buses, creation of individual parking lots for cars with electric engines and the creation of a separate program on concessionary automobile lending.

Currently the pilot project on the development of electric vehicles filling stations is at its final stage. Following its realization, some 50 electric vehicles filling stations will be installed in Nur-Sultan (former Astana), 50 in Almaty, 20 within the Nur-Sultan – Shchuchinsk highway. Four super-fast electric car charging stations of 80 kWh capacity are to be installed in Aktau.

Furthermore, currently there are a number of stations that were installed by private entities, as well as there is still a possibility of charging from a simple socket.
