Uzbekistan sets new single customs payment rate

From Jan. 1, 2020, new customs procedure will be introduced in Uzbekistan, and new rates will be applied when calculating customs payments, Trend reports citing the press service of Uzbekistan’s State Customs Committee.

According to the Uzbekistan’s President Shavkat Mirziyoyev decree “On further improvement of the procedure for the movement of goods by individuals for their own needs”, from Jan. 1, 2020, a simplified procedure for collecting customs payments will be introduced, providing for the payment of a single customs payment in exchange for customs duties, value added tax and excise tax for individuals importing goods in hand luggage and accompanying baggage, as well as in respect of the goods received by an individual via international mail and courier.

Thus, the norms of importation by individuals of certain types of goods that are not subject to customs duties remain the same: alcoholic beverages, including beer - the total amount of not more than 2 liters; all types of tobacco products - the total number of not more than 10 packs; perfumes and toilet water - the total number of not more than 3 units; jewelry made of precious metals and precious stones - with a total weight of not more than 65 grams.

The resolution approved a single customs payment rate of 30 percent of the customs value, but not less than $3/kg.

Starting Jan. 1, a requirement is introduced for the mandatory availability of industrial packaging of food products of animal origin imported by individuals when moving across the customs border in hand luggage, accompanied by baggage, as well as in mail for personal use.

According to the current procedure, the limits for the import into Uzbekistan by an individual of goods that are not subject to customs payments are established in the amount of $1,000 per calendar quarter for goods received by an individual in international courier items; and $100 for goods received by an individual via international mail.

The measures taken in relation to custom offenses will also be strengthened.

In particular, alteration, destruction, damage or loss of means of customs identification, as well as unlawful opening of baggage of vehicles and loaded goods under customs control, shall entail a fine on citizens from 10 to 20, and on officials - from 20 to 30 minimum wages (the minimum wage is $23).
