The necessity to renew the Regulations of the Ministry of Economic Development (MED) is related to the specification of the departments structure. В"Changing the Regulations is not so important as specification of its functions. We prepare proposals on changing the MED structure, as it is operationally not correct, the Minister of Economic Development Heydar Babayev told Trend.
According to him, the unit, having absorbed some ministries, lost a number of functions.
As for separation of these functions from MED, then, according to Babayev, it is not dwelt upon yet, as a normal structure is to be established before separation.
В"Is it advantageous to separate today the Antimonopoly department from MED? The international finance institutions (IFI) fully agree that first functions of the anti-monopoly body to be identified and strengthened, then single out into the separate structure. In any case, as Babayev stated, it is not the decision of the IFI, the head of the state himself defines its expediency. In regard to the enhancement of the anti-monopoly department powers the draft Code On Competition is prepared, which has been already submitted to the Parliament.
