Azerbaijan Got Acquainted with Estonian Custom Experience

The Azerbaijani delegation consisting of the representatives of the State Customs Committee, the Presidential Office, the Cabinet of Ministers, the Milli Majlis, the Ministry of Justice of Azerbaijan republic and the UN Development Program paid a visit to Estonia. The main goal of the visit was to meet with the representatives of the Department of Customs and Taxes of Estonia. The visit was paid within the Project on Improvement of Custom System in Azerbaijan on August 7-14. The Head of the Project, the Chief of the department on Work with Law Machinery of the UN Development Mazahir Efendiyev told Trend that the visit was fruitful.

The Azerbaijani delegation headed by the Deputy Chairman of the State Customs Committee Askar Abdullayev had got acquainted with the Estonian Custom System within the week. They also visited the Port of Muuga where modern custom procedures have been pallied.

Within the visit a meeting with the General Director of the Department of Customs and Taxes of Estonia Enriko Aav was held. During the meeting, the Head of the Estonian Department pointed out that Azerbaijan had a big potential on improvement of its custom sphere, and that his country have always been interested in cooperation with Azerbaijan.

M. Efendiyev also told that the main goal of the visit was to study the Customs Code of Estonia. The reason that this country has been an EU member, therefore the country realized custom procedures according to the EU regulations and principoles.

Since today works on preparation of the new Customs Code of Azerbaijan Republic to be completed till the end of the year are carried out, taking into consideration the specific of Azerbaijan, then the key moment was the studying and introduction of some items of the Estonian Customs Code to the new Azerbaijani one, pointed out the Head of the Project.

It is not excluded that in the nearest future Azerbaijani specialist will visit other countries with the same goal, to study their experience in custom policy.

The Project of a year financed by EU Commission and realized by UN DP was started in January 2006. The main goal of the в'¬900,000 project is to render assistance to the State Customs Committee in improvement of its legal base in the sphere of custom, its conformity with the World standards particularly with the Customs Code of EU, improvement and implementation of the strategy of development of informational technologies of the State Customs Committee.
