Russia to Hand over Locomotives to Azerbaijan within Month

A two-day meeting between the representatives of the Railway Companies of Azerbaijan, Georgia, and Russia on the issue of improvement of technology of transit by railway freightage, Trend reports referring to the Russian Railways.

As a result of the negotiations the decision of taking measures that could allow providing of increase of dimension of freight train transits through the state boundaries up to 12 trains a day on the frontier point of Samur-Yalama, and 35 trains a year on the frontier point of Boyuk-Kasik-Gardabani. Agreements between the North Caucasian Railways of the Russian Railways and the Azerbaijan Railways on delivering of locomotives and rendering of services on their damage-control to be signed within the month. The technology of admittance of passenger trains and carriages on the sections of the frontier points of Russia-Azerbaijan and Azerbaijan-Georgia in order to shorten the time of their stay for frontier and customs supervision., as well as work through technology of electronic avowal.

Works on arrangement of the frontier point of Derbent to be completed till January 1, 2007. The possibility of technical development of the frontier point of Yalama in accordance with the increasing volumes of freight traffic activity is considered as well. A working meeting between the representatives of the North Caucasian Railways and the Azerbaijan Railways to work up technologies of cooperation on data exchange to the customs and frontier services, Trend reports referring to the Public Relations Service of the North Caucasian Railways.

Since June 2006 the oil production transit has started through the petroleum storage depot of Dagneftproduct and the Ferry Route of Turkmenbashi-Makhachkala. On June 26 the representatives of the Azerbaijan railways informed about the restriction of admittance of trains because of the problems being arose with the car traffic volume. As a consequence of it, only 78, 500 tons of oil and oil production out of 113,000 tons being declared have been dispatched since June 2006.

For the settlement of the problem being arose and for the determination of the prospect of the further work the representatives of the North Caucasian Railways of the Russian Railways and the Azerbaijan Railways met in Makhachkala at the end of June 2006. During the meeting measures aimed at the stabilization of the situation was determined. But the situation has not been improved at all. The accumulation of the Russian Railways` tank-wagons (over 2,000 tank-wagons) has been observed on the Azerbaijan and Georgian Railways. The turnover of the tank-wagons has made up 20 days. As a result of all that is the total stoppage of loading. The Board of the Council on Railway Transport of CIS Member-States has announced the urgent regime of return of tank-wagons. Also it was decided to hand over 10 locomotives to the Azerbaijan Railways by the Russian Railway` depot, and to render efficient assistance by locomotives and locomotive brigades on the railway section of Derbent-Bilajar.

The analysis of the work of the frontier points also showed necessity to review the existing technology of admittance of passenger trains that restrains the car traffic volume admittance. Particularly only in the Railway Station of Samur the stay of passenger carriages makes up more than an hour. The existing organization of admittance of trains on the frontier points of Boyuk-Kasik and Gardabani are needed to be improved as well.

During the meeting being held in the office of the North Caucasian Railways on August 14-15, the Vice-President of the Open Joint Stock Company of Russian Railways Salman Babayev, the Chairman of the Board of the Council on Railway Transport of CIS Member-States Petr Kucherenko, the Chief of the North Caucasian Railways Vladimir Vorobyev, the first Deputy Chief of the Azerbaijan Railways Alirza Suleymanov, the Director of Railway Freight Service David Dzhindzholia, and others.

The key topic of the meeting was to develop of technology of transit by railway freightage under the increasing volumes of freight traffic activity in the direction of Georgia and Azerbaijan, including oil and oil products transportation by tank-wagons of Russian Railways OJSC.

During the meeting the results of the work on transit of the Turkmen oil through the Railway Station of Makhachkala, issues of cooperation between the railways during oil production transit, issues concerning organization of railway freight service on the route of Makhachkala-Batumi, and other ones were discussed.
