Azerbaijan Chamber of Accounts Revealed Shortcomings in Education Ministry

The Azerbaijan Chamber of Commerce has viewed the results of the audit on fulfilemnt of spending means allocated to the education development programmes from the State Budget in 2004-2005 and the first nine months of 2006.

As Trend reports referring to the Chamber of Accounts, during the audit, it was revealed that works on 12 programmes were currently underway in the sphere of education. The implementation of these programmes was funded at the expense of the State Budget, credits granted by WB (World Bank), the Heydar Aliyev Foundation, and other sources.

In 2004-2005 and in the first nine months of 2006, the implementation of state telecommunication network development programmes has mainly fulfilled, as well as works for the implementation of the state programmes. Rules and control over the funds have been approved as well.

Shortcomings were revealed in spending some funds. During purchasing goods, the requirements of Bill On State Purchases were not completely fulfilled. Lists of textbooks to be published were approved with a delay. Some publishing houses had not fulfilled their requirements stipulated by the contract. Due to the fact that shortcomings were revealed during publishing some text-books, their publication was completely interrupted. Despite of the fact that the state programmes envisage free of charge distributing the text-books only among school-children studying in the state-run schools, the text-books published were distributed among private educational institutes as well.

As a result of the audit, a decision to inform the corresponding bodies about the above-mentioned facts. Misit Mardanov, Azerbaijan's Education Minister, took part in the discussion of the audit as well/
