Azerbaijan, Baku/ Trend , corr. I. Khalilova/ The State Anti-Monopoly Service under the Azerbaijan Economic Development Ministry has commenced conducting a monitoring sale centers engaged in selling popular makes of cars. Samir Dadashev, the Head of the State Centre, has said today that research is being conducted in technical maintenance boxes of these centers. "The matter concerns only distributing centers of popular makes of cars, not the technical maintenance facilities or preventive maintenance centers," said Mr Dadashev.

The importance to holding the mentioned monitoring has come due to breaking the rights of clients in those technical maintenance centers, which present guarantees at selling their cars to the clients (even up to three years), where some infringements of the Anti-Monopoly legislation, as well as restricting the rights of the clients have been observed.

The companies oblige their clients to buy spare parts in case of need, but only from technical maintenance distribution centers of the internationally known and recognized firms, where spare parts are certainly more expensive than the similar production in other sale centers. Otherwise, the guarantee may be cancelled and the client has no other option except this one. According to the Head of the State Service, such restrictions are made by all vehicle firms.

The commenced studies are expected to be concluded until the end of May, 2007. No sanctions have been applied toward the infringers. "The decision will be taken at the end of the monitoring. If forthcoming infringements are of a similar nature, they will be eliminated. If they differ from one another, then enactments and cases will be brought against each of the infringers separately," concluded Mr Dadashev.
