Turkmenistan is sure, Russia distorts accident situation at Central Asia-Centre gas pipeline: FM

On April 9-10, the Turkmen Foreign Ministry spread a report that Russia is "distorting" an accident situation at the Central Asia-Centre (CAC) gas pipeline which led to the unplanned halting Turkmen gas delivery to Russia.
Some Russian media reported different Russian experts' comments on the accident situation at the CEC-4, the foreign ministry said. Russian Academy of Sciences Oil and Gas Problem Institute Director Anatoliy Dmitrievski said that the accidents at the Turkmen gas pipeline could occur, as this gas transport system was depreciated. Dmitrievski also connected this accident with the Turkmen supervision service's actions. But the foreign ministry said that this statement does not reflect reality.
"Meanwhile, these argumentations do not include any criticism and Turkmenistan will never take it into account," the foreign ministry reported.
The Turkmen foreign minister said that the famous Russian Scientific-Research Institute head's statements testify either ignorance of the current situation with the field, or deliberate distorting facts by different sources which are interested in taking advantage from the current situation.
Development of fuel-energy sector is Turkmenistan's priority, the foreign ministry reported. "In this respect, Turkmenistan is implementing a long-term program to upgrade this field in line with high scientific-technical and technological standards.
During an independence period, Turkmenistan upgraded a considerable part of properties of this field, including gas transport infrastructure. The government financed and implemented billion investments to re-equip gas producing and processing industry, as well as gas transport system by own funds.
The existing enterprises were reconstructed with support of giant foreign companies and new giant properties of the country's gas transport system were re-established. They comprise hundred kilometers of new pipelines (including the pipelines exporting gas), several constructed gas compressor and gas-purifying stations with great capacity. These measures are taken in accordance with a program which guarantees regular activities of infrastructure of natural gas production, processing and transportation in Turkmenistan.
"It is too surprising that Dmitrievski tries negatively to describe activities of Turkmenistan's supervision services. In this regard, the Russian scientist expressed full ignorance of elementary situation and Russia's current experience to purchase natural gas from Turkmenistan," the ministry's statement said.
Turkmenistan reminds that under the natural gas purchase-sale contract conditions, Turkmenistan carries out deliveries of the current hydrocarbon raw materials within its limits. Russia receives natural gas through Deryalik measuring point. The Russian Gaspromexport company is responsible for further transportation, transit and delivery of natural gas to a final consumer.
Turkmenistan regards actions of persons who caused the expert's comments as too unsuccessful and improper. "Although the expert occupies a responsible position as the director of the giant Russian scientific-research institute, he showed incompetence when assessing this difficult and sensible situation," the statement said.
The Turkmen foreign ministry does not agree with statement on the Russian gas transport company's timely notifying the Turkmen partners.
"Due to the accident at the CAC-4 gas pipeline in Turkmenistan, the Russian company spread a report that they allegedly notified to decrease amount of the Turkmen natural gas extraction," the document said.
The Turkmen Foreign Ministry notes that Gazpromexport company's letter which Turkmenistan received on late April 7 cannot be considered as a preliminary notification, i.e., volume of gas which Russian receives were sharply reduced at 11:00 on April 8.
"It is generally known that it is necessary to inform partners at least before one week about any actions on changing volume of natural gas passing through main pipeline at considerable amounts. First, this is connected with necessity to take relevant measures to prepare gas wells and all elements of gas transport infrastructure to changing their technological work schedule. Ignoring the current conditions leads to accidents and suspension of functioning of all pipeline networks. And such an accident took place at the CEC-4 gas pipeline section in Turkmenistan in the early morning on April 9," the press release said.
