Belarus studies possibility of Azerbaijani oil purchase

Belarus studied the possibility of oil supplies from Azerbaijan, Venezuela, the Persian region through the Baltic and Black Sea ports, said in the Belarusian Strategy on Energy Potential Development, approved by the Council of Ministers.

Belarus studied the possibility of oil supplies from Azerbaijan, Venezuela, the Persian region through the Baltic and Black Sea ports, said in the Belarusian Strategy on Energy Potential Development, approved by the Council of Ministers.

Technological scheme of the Belarusian oil refineries are designed to use oil of Urals quality, other kinds of oil can be processed in a mixture with this kind, or using separate processing.

Today while transporting the oil via the Baku-Novorossiysk, Azerbaijan receives Urals oil due to mixing with the oil of other producers (in the port of Novorossiysk). In 2009, SOCAR transported about 2.5 million tons via the northern pipeline Baku-Novorossiysk compared to 1.2 million tons in 2008. In 2007 about 1.2 million tons of oil were exported via this route. It is similar to 2006. In 2005, export amounted to 1.6 million tons via the Baku-Novorossiysk pipeline.

According to the Strategy on Energy Potential Development, the economic efficiency of organizing oil supplies from the mentioned sources was assessed. While take estimated cost of freight of oil to the port, port possibilities for oil transshipment from tankers to railway tanks for further transportation to the Belarusian oil refineries, the cost of railway transportation of oil, as well as the possibility of using pipelines. Organization of oil receipt from the sea transport is economically reasonable in the ports of Odessa and Southern (Ukraine), Ventspils (Latvia), Klaipeda (Lithuania), Tallinn (Estonia).

Azerbaijani oil is supplied to Kremenchug oil refinery in Ukraine through the Odessa Port. The supplies are carried out on a tender basis from the ports on the Black and Mediterranean Seas, where oil of Azeri Light brand is delivered via pipelines.

At present, oil is supplied to JSC "Mozyr Oil Refinery" through the Odessa Port, which has the technical possibility to transship about 240,000 tons of oil per month via sea transport to railway tank cars.

Azerbaijan is considered as one of the main suppliers in the Odessa-Brody-Plock-Gdansk oil pipeline. However, Azerbaijan can act as transit country. Azerbaijan can transport not only own oil, but oil from the Central Asia via this pipeline.

The Odessa-Brody oil project was planned to diversify oil supplies to Ukrainian refineries and transit facilities for the development of the country. Construction of the Odessa-Brody oil pipeline was completed in May 2002. The pipeline has a length of 674 km, diameter - 1,020 millimeters. The pipeline and the terminal's capacity are 9-14 million tons per year.
