Kazakhstan held the ceremony of 'laying the foundation stone' in the basement of the construction of a deep oil refining complex at the Atyrau refinery, KazMunaiGas said on Monday.

Participants in the project are JSC Samruk-Kazyna Sovereign Wealth Fund, KazMunaiGas, KazMunaiGas - Processing and Marketing, Atyrau Refinery and OmskNefteHimProekt (Russia).

The contract for the construction of the deep oil processing plant was signed in December 2011 by the Atyrau Oil Refinery and a consortium which included Sinopec Engineering (China), Marubeni Corporation (Japan) and KazStroyService (Kazakhstan). The cost of the project is $1.679 billion and its implementation period is 41 months.

As part of the project licensing, agreements were signed with the French company Axens, the American company UOP, technologies of Italian company Foster Wheeler and Russia's Omskneftehimproekt have been developed.

The complex is designed to process 2.4 million tons of raw materials (oil, vacuum gas oil) per year.

According to the report, the plant will allow increased production of high-octane gasoline, aviation and diesel fuel. During the processing of 5.5 million tons a year, the refinery will annually produce 1.745 million tons of gasoline, 1.64 million tons of diesel fuel, 244,000 tons of jet fuel and the production of fuel oil will be reduced to 193,000 tons. All motor fuel will meet the Euro 5 level.
