Delays in SOCAR refinery project in Kyrgyzstan relates to personnel changes in country

Delays in the implementation of the project to build an oil refinery of State Oil Company of Azerbaijan (SOCAR) in Kyrgyzstan are related to personnel changes in the country, President of the Association of Oil Traders of Kyrgyzstan Zhumakadyr Akeneev told Trend on Tuesday.

President of Kyrgyzstan Almazbek Atambayev signed a decree on the resignation of the former government of the Republic in August. In particular, the energy minister also changed. Avtandil Kalmambetov was appointed to the post.

The decision on the resignation of the government led by Prime Minister Omurbek Babanov followed the withdrawal of two factions from the coalition.

Akeneev noted that the new minister has not addressed the issue of building SOCAR refineries, as dealt with issues of preparation for the winter season in the country.

Trilateral meeting of representatives of Azerbaijan, Kyrgyzstan and Kazakhstan on the implementation of the project is expected, however, the timing of it is unknown, Akeneev added.

The sides agreed to consider the issue of construction SOCAR refinery in Kyrgyzstan on January 19 during the meeting between President of Kyrgyzstan Almazbek Atambayev and SOCAR President Rovnag Abdullayev.

The issue of providing raw materials for the processing plant remains open.
