Russian oil can be refined at a SOCAR refinery in Kyrgyzstan to be built in Tokmak, president of the Kyrgyz Oil Trader's Association Zhumakadyr Akeneev told Trend on Tuesday.

"We are negotiating with Kazakhstan and Russia on the supply of oil to the refineries," he said.

Akeneev said that it is necessary to solve the last remaining question how to determine the source of feedstock for processing at the plant to launch the oil refinery construction.

He added that Azerbaijan has transferred powers of determining the source of feedstock to the Kyrgyz side.

"Azerbaijan is ready to build the plant, and as soon as Kyrgyzstan solves the feedstock issue, the group will fly from Azerbaijan to continue its work," Akeneev said.

According to him, Kyrgyzstan is in talks with 'Rosneft' on this issue, and representatives of the Russian company will come to the country for talks by the end of May.

The issue of infrastructure for the oil supply, according to Akeneev, will also likely be solved.

Deliveries from Russia are possible with little or no additional infrastructure, as the main deliveries to Kyrgyzstan are made from there now, he said.

Also, according to Akeneev, there will also likely be Chinese oil refined at the plant.

China, which is now launching its plant in Kyrgyzstan, is building a pipeline to transport the oil which it extracts in Kazakhstan.

"We can agree that they will sell part of the oil to Kyrgyzstan," he said.

According to Akeneev once the issue of the feedstock supply is solved, the parties will immediately start the construction of the plant.

The agreement on the consideration of the construction of a SOCAR refinery in Kyrgyzstan was reached by the parties on January 19, 2012 at a meeting of Kyrgyz President Almazbek Atambayev and head of SOCAR Rovnag Abdullayev.
