"Rosatom" and "Kazatomprom" sign memorandum of understanding and cooperation

Russian Rosatom state corporation and the Kazakh National Atomic Company Kazatomprom signed a memorandum of understanding and cooperation in the field of non-traditional (alternative) energy (solar and wind) and the production of rare earth metals in Moscow, the joint press-release of the companies reported.

Director-General of Rosatom Sergey Kiriyenko and the Chairman of the Board of NAC Kazatomprom JSC Vladimir Shkolnik were signatories to the document.

"The Memorandum envisages the development of bilateral cooperation between the Russian Federation and the Republic of Kazakhstan in the field of alternative energy and production of rare and rare earth metals, based on the agreements reached during the Russian-Kazakh consultations at the level of heads of states. It is supposed to establish recycling of rare and rare earth metals, their compounds and products of deep technological repartitions based on rare and rare-earth metals using the accumulated scientific and industrial potential and available raw opportunities at the disposal of the sides. Furthermore, the implementation of joint projects in the field of solar and wind energy is planned," the report said.

The document provides for supply to consumers of the Russian Federation and Kazakhstan, on the markets of third countries of raw materials and by-products based on rare-earth metals, equipment and components, exchange of experience and knowledge. The implementation of the Memorandum means carrying out system analysis available to the parties competencies, production facilities and technologies, as well as potential sources of financing.

"Russia and Kazakhstan will consider the possibility of establishing joint ventures in order to effectively manage projects implemented in the framework of the signed memorandum. Furthermore, an expert group will set up for the development of specific areas and projects of cooperation within the frame of current Russian-Kazakh working group on cooperation in the nuclear-energy sphere," the report said.

"Road map" for the implementation of the memorandum is planned to be approved by August 1, 2014.
