Azerbaijan, Baku/ Trend , corr. S. Aliyev/ Illegally construction activities under high-voltage electric power transmission lines are presently carried out in Baku's different districts.
Saleh Mammadov, the Chief Engineer of the "Azerenerji" JSC, has said that those, who build under the high-voltage transmission lines commits a crime, Trend reports referring to the Press-Service of the Joint-Stock Company.
In May, 2005, the Azerbaijan Cabinet of Ministers, approved an order concerning which the security zone under transmission lines at 35 KWatt was to be not less than 15 meters around, minimum 25 meters - 110 KWatt, and 30 meters - 330-500 KWatt. "In many districts, for example in AZizbayov, Khatai, Nizami, Sabunchi, Garadagh, Binagadi, Absheron, etc, the local executive powers have brutally violated the prescriptions of the above-mentioned document through presenting lands situated in the danger zones under transmission lines for lease," said Mr. Mammadov.
According to the Chief Engineer of "Azerenerji", the municipalities of the above-mentioned and some other districts are engaged with such illegal activity as well. At the same time, the appeals concerning the illegality of this process made by "Azerenerji" have remained without any results. "We could attain the necessary effect neither in the executive powers, nor police departments, and public prosecutor's office either," said Mr. Mammadov.
At the same time, the construction is carried out both by the indigent people, refugees, and IDPs, as well as well-to-do persons.
At present, particularly, there have occurred serious difficulties with laying 220-KWatt transmission lines from the second combined-cycle plant at the "Shimal" Electric Power Station, which construction is expected to be launched very soon, to electric energy sub-station, "Industrial Junction" in Sumgayit. There will be an intermediate sub-station "Zabrat", based in the settlement of the same name. However, .the route chosen for laying the transmission lines has been distributed for construction activities by the Zabrat Municipality.
Representatives of "Azernerji" holds raids and spot-checks every month, by making up lists of illegal constructions and premises to send them to police and local authorities. There have been appeals to the court on some cases.
