Social security expenses surge in Azerbaijan

The expenditures on social protection and social security in Azerbaijan increased on an annualized basis by 60.1 million manat that’s $35.3 million (2.6 percent), amounting to 2.4 billion manat ($1.4 billion) in 2019, which makes up 9.8 percent of all expenditures, Trend reports referring to the Azerbaijani Finance Ministry’s report on budget execution in 2019.

In accordance with the functional classification, the main part - 98.3 percent (2.2 billion manat that’s $1.3 billion) accounted for social protection expenses, which increased by 123.5 million manat that’s $72.6 million (5.8 percent) in the structure of expenses on social protection and social security (without capital investments).

The remaining 1.7 percent (38 million manat that’s $22.3 million) accounted for social security expenses, which increased by 6.8 million manat that’s $4 million (21.9 percent).

The revenues of the State Social Protection Fund under the Azerbaijani Ministry of Labor and Social Protection of the Population increased following an increase in the minimum salary, as well as the salaries of employees of organizations which are funded from the state budget. This stipulated a decrease in the amount of revenues from the state budget to the State Social Protection Fund compared to the forecasted figure by 170 million manat ($100 million) up to 1.2 billion manat ($705 million).

The revenues decreased by 154.6 million manat that’s $90.9 million (by 11.6 percent) on an annualized basis.

The lump-sum benefits worth 102.6 million manat ($60.3 million) were paid in 2019 to the family members of the dead and missing in connection with the military operations on Azerbaijan’s territorial integrity.

Moreover, 80 million manat ($47.05 million) was allocated from the state budget to the Azerbaijani Ministry of Labor and Social Protection of the Population to finance temporary jobs.

Some 494.3 million manat ($290.8 million) were allocated for other important spheres of social policy, such as strengthening of social protection of refugees and internally displaced people and improving their living conditions, of which 200 million manat ($117.6 million) were allocated from the State Oil Fund of Azerbaijan, 260.7 million manat ($153.3 million)- from the Ministry of Labor and Social Protection of the Population, and 33.6 million manat ($19.8 million) - from expenditures on the state capital investments.
