UNDP announces civil data computerization tender in Azerbaijan

The UNDP announced a tender to transfer civil documents to the electronic form as part of the Formation and Development of the State Register of Azerbaijan Project.

The project has been implemented since 2006 and is an important element of Azerbaijani e-government.

The Azerbaijani State Register is a data bank reflecting the information of all Azerbaijani citizens, as well as stateless people and foreigners permanently residing in Azerbaijan.

Under the terms of the project, each person will be assigned an individual identification number (FIN). A record of each citizen will be composed of 18 indicators, which will include the data of close relatives, changed names, and other personal information. A compound part of the registry will also be biometric data such as date and place of birth, eye color, height and blood group.

The inclusion of the FIN will integrate information from various ministries related to the population in a single distributed database.

The registry's information will be composed and updated daily from data obtained from the Interior Ministry and registry offices. The registry's implementation was ordered to service the registry at the Azerbaijani Justice Ministry. Plans include providing public access to certain data through the Internet.

A working group of experts has been created since the project was established. The group has studied the experiences of several European countries and confirmed an action plan. Work is underway to computerize the data of about 17 million citizens stored in paper archives.
