RCC discusses convergence of CIS national legislations in ICT

The Inter-Parliamentary Assembly's Expert Council of the CIS Regional Commonwealth Connection (RCC) studied ICT legislation development at its tenth meeting in Moscow April 20.

The ministry's staff and Legal Department head Bakhtiyar Mammadov represented Azerbaijan at the meeting.

The convergence of CIS national legislations over 2011-2015 and the technological park construction legislative model were priority issues of discussions.

The regional innovation zone project in Azerbaijan envisages establishing technology parks for small- and medium-sized innovative businesses, creating a regional base for the production and export of electronic hardware and software, effectively turning the country into a transit information center, training and human resource development for an information society, and introducing information technologies in different industries.

The establishment of the zone was defined as a priority in developing the IT industry. At present, the ministry's proposals for the creation of the zone are being considered by the government. One of the most important issues is to reduce, and in some cases, liquidate, taxes, and social and customs duties. A positive solution to these issues will create suitable conditions for the import of goods to Azerbaijan, as well as conditions for the organization of a production line of foreign investors, with further exports to regional markets.

According to the ministry's forecasts, growth of revenues from projects at the zone will reach $12 billion in 2020.
