Azerbaijan completes testing of digital signature project

The Azerbaijani Communications and IT Ministry completed testing of equipment for the issuance of e-digital signature (EDS) keys, said the ministry.

The issuance of e-digital signatures is expected by late 2010 and work on developing procedures for their issuance, which, according to accepted international standards will be implemented on a fee basis, is underway.

The consortium consisting of companies Microsoft Azerbaijan, Azerin and Ultra holds work on creation of the digital signature which is the basic foundation of the state program "On electronic Azerbaijan". The consortium is the winner of the tender on installation of a national infrastructure of open keys for the use of EDS announced in September 2008.

On average, the establishment of centers for issuing digital signatures, including the test works, it takes about $3 million.

According to the project, Azerbaijan plans to use three centers for issuing digital signatures, two of which will carry out maintenance of public and private entities, and one will be the lead.

An electronic signature is a sequence of symbols received through the transformation of the source document through a special software. When sending a digital signature is added to the original document. As a result, the authorship and the immutability of the information contained in the document, are confirmed. While making any changes to the original document, electronic signature becomes invalid.

Getting a digital signature allows to be sure of the authorship and contents of documents exchanged by the organization through the Internet. It is impossible to forge e-signature. The document, certified by digital signature, and a signed document, are recognized as equivalent.
