The broadband Internet development concept in Azerbaijan covering a period of 2011-2013 will contribute to an increase in the number of home Internet-connection throughout the country, Elmir Velizadeh, Deputy Communications and Information Technologies Minister, reported on Tuesday.

Though Internet is developing throughout the country and the entire necessary conditions have been established, the paces of Internet development can not be called satisfactory, the Deputy Minister said.

"All necessary conditions for Internet development have been established in Azerbaijan. Today, about 400 Internet centers out of 1,000 are located in regions. Here, there are also centers of public access to the Internet and educational institutions, which is an indicator of development and availability of opportunities of further development. The core objective today is to bring the broadband Internet to every home user. The technical readiness of the infrastructure that is now being built on the basis of NGN is of no less importance," Velizadeh said.

Works over the new concept near completion, and the concept will be presented in the near future, the Deputy Minister said.

The concept will outline a plan of measures and aspects of its implementation. Particularly, the concept assumes an increase of the number of broadband Internet ports at operators' telecommunications centers, a decrease of tariffs, an increase of the number of offered tariff plans, development of infrastructure for the provision of multimedia services, and expansion of content services such as banking services, electronic trade, etc.

According to statistical data provided by the Communications and Information Technologies Ministry of Azerbaijan, the rate of broadband Internet use in Azerbaijan was 15 percent, as of the end of 2010. The Ministry forecasts that the figure will increase by about 40 percent in 2011.

Internet prices in Azerbaijan were decreased by 8-9 times over the past 1.5 years to the average price of 20 manat for ADSL-connection at a speed of 1 megabit per second at the moment.
