Azerbaijani President Ilham Aliyev signed a decree on the establishment of the State Agency for Public Services and Social Innovations under the Azerbaijani President on July 13.
The State Agency will be established to increase transparency in the activity of state bodies, render better services to citizens by using new methods and modern innovations, adhere to ethical rules and courteous treatment towards citizens, improve rendered services and accelerate the transition to electronic services.
This State Agency will manage the specially created centers "ASAN xidmet", coordinate the activity of the staff of state bodies that work in these centers, monitor and evaluate, deal with mutual integration of the state bodies' data bases, accelerate organizing e-services, improve the governance in this area.
According to the presidential decree, the services in "ASAN xidmet" centers will be rendered on the basis of the principles of efficiency, transparency, courtesy, responsibility for all citizens in all calendar days, regardless of residence registration.
Different services at these centers should be rendered on the basis of citizens' appeals directly, over phone or via the Internet.
The employees of state agencies who will work in these centers must attend the courses and various trainings to improve skills while working with citizens.
The Azerbaijani Presidential Administration was instructed to submit a draft of a new State Agency, a draft of model centers "ASAN xidmet" and proposals on the types of services to be rendered in these centers to the President within two months.
According to the presidential decree, a decree on the establishment of the State Agency for the "Electronic Government" under the Ministry under the Azerbaijani Communications and IT Ministry and making the changes in the ministerial structure has been annulled.
The Cabinet of Ministers was instructed to provide the State Agency for Public Services and Social Innovations under the Azerbaijani President and "ASAN xidmet" centers with buildings, and necessary equipment and to solve the issues of financial and logistical support related to the agency's activity, as well as other issues.
