Development of technologies, forthcoming of new communication and service standards requires a new approach in means of legal regulation of the ICT field, the chairman of Azerbaijan's internet community Qalib Gurbanov told Trend.
He said that the current law "on telecommunications" was accepted more than ten years ago and during this time, the market underwent a lot of changes.
"The law functioning today can be considered outdated: it doesn't include issues of satellite communication, which today develop rapidly. Also, during this time, the organizational and legal form of communication operators (Aztelekom and “Bakutelecom"), which are full-fledged market players, while they belong to the government, has changed. And finally, with the development of the mobile communication, legal regulation of roaming is also needed," he said.
"I believe the time has come to develop a new edition of this law, with all the mentioned issues," said Gurbanov.
