Azerbaijan records facts of illegal sale of Sim cards

The illegal sale of Sim-cards of mobile operators was once again revealed in Azerbaijan, a source in the country's telecommunications market told Trend.

"According to the rules, any tourist can apply to the operator's service center and present a passport to get a Sim card issued under his name. After registering the number, the information is entered into the database of the automated information retrieval system (IAMAS). However, there were recorded cases of sales of active Sim cards, which are offered to tourists at the airport. Travel agents and small hotels are engaged in this type of activity. When identifying the number, it turns out that it is issued under the name of another person.This of course does not meet the requirements of the state security, "the source said.

The IAMAS system, according to the source, was created for clear registration of data. Thus, the cases of illegal sales are assessed as attempts to bypass the generally accepted rules.

"The fight against the cases of illegal sales has not yet been conducted for a simple reason that until recently no one was aware of what was happening. Approximately 40 percent of tourists arriving in the country use SIM cards of local operators. Thus, many want to make money on this. In fact, the following occurs. The mobile number is registered in advance and its balance filled by 5 - 10 manats, then the Sim card is resold for 25-30 manats," the source said.

According to the rules, the identity of foreigners, who passed passport control upon their arrival in Azerbaijan and purchased a local mobile operator's Sim card is identified online.

Foreigners can buy Sim cards by presenting one of four documents proving their identity (migration card, identity card, passport or temporary registration document).

In accordance with the government's decision to amend the procedure for the sale of Sim-cards, their registration is carried out in a centralized manner and upon the same rules for all operators, which allows eliminating existing shortcomings in this area and systematizing sales.
