The Ministry of Communications and Information Technologies of Azerbaijan carries out works on expanding the use of the IP telephony. For this purpose, a meeting dedicated to the application of the IP telephony in Azerbaijan was held in September at the Communication Ministry under the chairmanship of the Minister Ali Abbasov, Trend reports with reference to the Ministry. According to the decision made by the heads of the departments of the Communication Ministry, they were charged to prepare the feasibility study for IP telephony.
Aflatun Mammadov, the Head of the Department for Coordination of the Activities of the State Institutions, said that according to the article 23.9 of the Law On Telecommunications, the project have been prepared, forms of which have been used in the documents on inter-city and international directions on IP telephony.
They need to receive a license to apply these services. In order to do so, the documents have been prepared and submitted to the Cabinet of Ministers of Azerbaijan for consideration. To provide IP telephony services, a project of Rules has been prepared for the data delivery. In addition, examples of contracts and statements have been prepared on base of this project.
According to the rules of allocating prefixes to provide IP telephony services, it is intended to provide the operators wishing to apply IP telephony with prefixes, tariffs and accounts, connection to the Public Switched Telephone Network (PSTN).
Internet-Telephony (IP telephony) is a technology used in Internet to deliver the speech signals. At the time of the conversation, the noisy signals are transformed into reduced pack of data. Later, these packs are sent to other side through internet.
When the packs of data reach the addressee, they are decoded into noisy signals. There are two base type of the telephone inquires Internet Telephony-from computer to computer and from computer to telephone.
During the ordinary telephone calls, the connection between the two speaking persons is installed through telephone station. The noisy signals are delivered via certain telephone lines. During inquire through Internet the reduced pack of data enters into the Internet from the appointed address. For the addressee, the packs of data are regrouped and decoded into noisy signals.
