The vacancies are open to all young Azerbaijanis and the main requirements are:
- Azerbaijani citizenship
- perfect command of English (TOEFL or IELTS certificate)
University entrants and students with a corresponding Bachelor's Degree or who are studying for a Master's Degree are welcome to apply. The applications should be presented by 10 April to the Information Community Department at the Ministry of Communications.
Previously, George Mayson University (The United States) provided 3 vacancies, the Technological University ( Malaysia) provided 2 vacancies and the Academy of Communication ( Odessa, Ukraine) provided 5 vacancies.
