EBRD to help Uzbekistan in implementation of major transport project

European Bank for Reconstruction and Development (EBRD) will help in developing a public-private partnership (PPP) project for the construction of the Tashkent-Samarkand toll road, Trend reports citing Uzbekistan’s PPP Development Agency.

The cost of the project is tentatively estimated from $1 billion to $2 billion.

A corresponding agreement was signed between EBRD, the Ministry of Transport, the PPP Development Agency and the Ministry of Investment and Foreign Trade of Uzbekistan in December last year.

As part of the technical assistance, EBRD will attract international consultants. The project will be implemented in seven stages with consideration of legal, financial and technical risks.

Tender procedures are expected to be finished in early 2022. Negotiations are underway with EBRD to reduce the time for preparatory activities for the project, the agency noted.

"The implementation of the project is not an easy task; therefore, the parties will consider all possible options for its timely realization with high-quality," the PPP Development Agency stated.

The plans for the construction of a toll road between Tashkent and Samarkand became known in September 2018. A project on PPP terms was to be undertaken by a consortium of Turkish companies Cengiz-Kolin-Kalyon.

Construction work was tentatively scheduled for 2019–2020. In December last year, Deputy Prime Minister Elyor Ganiev explained that the delay in the construction of the highway was related to the high fare that the foreign investor put into the project.
