"One cannot encourage a citizen's easy attitude towards the law," Kazakh President Nursultan Nazarbayev said today.

"If we always forgive, then nobody will be punished for their crimes," he added. "I think MPs will thoroughly consider this trend. No one must doubt the inevitability of punishment for any crimes and violations of the laws of the country."

"It is necessary to modernise the criminal justice system and then the Kazakh law will be qualitative and will protect the rights and freedom of Kazakh people," he added.

"The government and parliament must create a common vector in a legislative way between the tendencies of the humanisation of criminal law and formation of zero tolerance for any violations in society," he said.

According to him, the Kazakh Parliament will consider the new Criminal Procedure Code and the Criminal Executive Code, as well as the Code of Administrative Offences.

"These are very important laws," he said. "Essentially, the new foundation of the judicial system adapted to world experience will be formed."

It was previously reported with reference to the Interior Department of Almaty that the organisers of singer Kairat Nurtas's concert in Almaty last Saturday which resulted in riots and clashes with police will face up to five years in prison.
