Kazakhstan has developed a new model of wages for civil servants, which will be introduced in July 2015, the press service of the Ministry of Labor and Social Protection of Kazakhstan told Trend.

"The new model of wage payment envisages the separation of civil servants` posts depending on their education, skills, complexity and degree of responsibility for the work carried out in four categories: administrative, substantive, administrative-economic and technical staff," the report said.

This will require introduction of special scale of coefficients for calculating salary, according to the ministry.

"Thus, it is proposed to divide into two types in the new model of payment and allowances: compensating (exp, harmful, extra load, and so on) and stimulating (for quality of work, its results)," the ministry said.

Such optimization of the payments and allowances system will allow strengthening the dependence of wages on the quality and performance, according to the ministry's experts.

Earlier, Kazakh President Nursultan Nazarbayev instructed to raise the wages of employees of government agencies and state-owned enterprises in the areas of health to 28 percent, education to 29 percent and in other areas to 40 percent. The said increase is aimed at overcoming delays in wage payment of civil servants, the salaries in the private sector and in the economy as a whole.
