Russian oil export via Atasu-Alashankou pipeline will not reflect oil refinery loading plant representative

One out of three largest oil refineries in Kazakhstan, Pavlodar petrochemical plant, which operates on Russian oil only, is scheduled to process 4.2mt of oil during 2006, up 500kt over year, Trends special correspondent reports quoting Suhrat Danbay, deputy Director General for economy, Pavlodar plant.

During 2005, in accordance with "Schedule of normal (process) oil stream of supply within pipeline system of РђРљ Transneft" approved by the Ministry of Fuel and Energy of the Russian federation in 1997, main oil suppliers of the plant were the following:

- LUKOIL РћРђРћ - 54.7% of the total amount (2.3mt);

- SURGUTNEFTEGAZ РћРђРћ 19.1% (0.79mt);

- SIBNEFT РћРђРћ 15.2% (0.564mt);

- TNK-Р'Р  - 8.2% (0.305mt);

- SLAVNEFT and NEFTINVEST 2.8% (0.102mt).

Danbay said 1.37mt of oil have nee processed in January-May 2006. The plant ha submitted an application for processing of 900kt of oil in 3Q2006. "However, this amount havent been approved yet", - he added.

He noted that due to agreement between Chinese CNPC and Russian companies on oil supply to Atasu-Alashankou pipeline apart from that from Kumkol field, this will not reflect crude oil supplies to the plant.
