The reform of state administration, initiated by Kyrgyz President Kurmanbek Bakiyev, is very risky in terms of its implementation, Russian expert on Central Asia, Arkady Dubnov, said.
"The reform of the state administration, initiated by Bakiyev seems to be unprecedented in its scope and ambitious in conception. It is very risky in terms of its implementation," Dubnov told Trend via E-mail.
All members of the Kyrgyz Cabinet of Ministers headed by Prime Minister Igor Chudinov resigned during the meeting of the Kyrgyz government, held with participation of Kyrgyz President Kurmanbek Bakiyev on Ocotber 20.
Kurmanbek Bakiyev approved resignation of the Cabinet, sources in the presidential administration told Interfax. However, all members of the government will fulfill obligations till a new Cabinet of Ministers is formed.
Resignation of the government followed after the President's speech. The President stated about a large-scale reform of bodies of state administration. Strucutre of the government changes in accordance with the reform.
According to international observer of "Vremya Novostei", Dubnov, said that if Kyrgyz leadership is able to competently "submit" the idea to reform public opinion of the country, explaining it as a need to fight against corruption in the first stage, it will allow Bakiyev to improve his image.
"But as the fight against corruption, primarily, related to the need to eliminate usual mentality of people accumulated over the centuries and their weak hope for state institutions, major of which includes independent judiciary, the success of these reforms will depend on specific evidence of constantly acting anti-corruption measures," Dubnov said.
If the judicial system in Kyrgyzstan is not changed, the whole idea can be meaningless, expert said.
He said that it is obvious that the reform is aimed at strengthening of the presidential power.
"Maybe, the basic idea of the reform in Kyrgyzstan will become clearer after we know who will be appointed head of the Central Agency for Development, Investment and Innovation, which will be a structural unit of the president's institute. It will happen one of these days," Dubnov said.
He said that if it is a man from closest company of President Bakiyev, perhaps, even his closest relative, it can be stated that there is succession of power in Kyrgyzstan.
