Expert: OSCE police forces may fail to cope with mission entrusted to them in Kyrgyzstan

The OSCE police forces that may be placed in southern Kyrgyzstan are unlikely to seriously contribute to stabilizing the situation in the country, International Commentator of Vremya Novostey (Time of News) Newspaper Arkady Dubnov said.

"I would not dare to say that sending a small police advisory group of fifty people by OSCE may seriously contribute to the stabilization in Kyrgyzstan," Dubnov told Trend.

Kyrgyz President for the transition period Roza Otunbayeva stated that the country is waiting for the arrival of OSCE police forces in the south, where volatile remains to this day. A decision to send police officers to Central Asia should be taken at OSCE Permanent Council's meeting which will take place in Vienna on Thursday. OSCE and the Kyrgyz authorities hope that the placement of the police forces in southern Kyrgyzstan will help stabilize the situation in the region.

However, Dubnov believes this measure is not enough to maintain a stable order in Kyrgyzstan.

Dubnov said the country is in too difficult circumstances to hope for it. "The situation is quite started, if not more - the country is sick and requires a long and very intensive treatment. Unarmed OSCE police forces could show how this can be done without resorting to violence and respecting human dignity," he noted.

However, the problem lies in the fact that much of the Kyrgyz elite does not want to see a "civilized behavior patterns next to itself, apparently fearing to discover their own bankruptcy and also sheltering with references of unacceptability of interference in internal affairs", Dubnov said.  
In addition, one can not exclude that, for example, "some" in Russia would prevent the emergence of international police in Kyrgyzstan, he added.
The reason is clear - this casts doubt on the role and influence of Russia in the region from Moscow's point of view and therefore it regards it jealously, Dubnov said.

This is the reason why none of the Russian leadership's representatives has publicly expressed attitude to this idea.

"It is clear, Kazakhstan presiding OSCE supports sending the police forces to Kyrgyzstan and it would cost Moscow to openly counteract this," Dubnov said. "The more that OSCE Western countries-member also supports this idea."
