"This month, revered by all Muslims, is associated by people with the time of approach of cleaning and renovation of the soul, with responsiveness and tolerance, with generosity and benevolence," emphasizes Roza Otunbayeva. "The holy month of Ramadan unveils all the best spiritual qualities of person, exalting spiritual cleanness and high thoughts of person, it is a month of kindness and peace, benevolence and forgiveness."

"At the present time our society passes through big difficulties and is subjected to serious tests," the congratulation statement reads. "The holy Koran appeals to people, living during difficult tests, to general tolerance and forgiveness of the past offences of each other. These days even those who were earlier at enmity must forgive each other in the name of further peaceful coexistence, get rid of all harmful habits and generously respect all people. These holy notions are one of the highest tops of humanistic ideals of Islam. If we want to begin the holy month of Ramadan with the cleanest and kindest thoughts, then each of us must reconsider the mutual relations with the family, relatives, neighbors and friends, in order not to offend some of them by accident. Only in such a way we can restore true human qualities and do away with misunderstanding of each other."

"One of the most valuable testaments of our religion to people is the ability to be forgiving," the statement reads. "Only forgiving person can count on mercy and pardon of the Almighty. Only having been able to become forgiving and benevolent persons, we will gain an opportunity to move to further goals in concert and in a cohesive way. Not in vain our people's wisdom says: "Where dissension had place even once, welfare will not come there for the next forty days."

"We set the highest goals and want peace and consent in our society," says Roza Otunbayeva. "I deeply believe the holy month of Ramadan will bring us and our country peace and consent. For we, our people, will pray to the Almighty on these days of the holy month of Ramadan in the name of the lightest and good thoughts, in the name of the future! Let peace and consent come along with the holy month of Ramadan into our country! I also sincerely believe that the holy month of Ramadan will become the month of unity, peace and consent in our state."
