Interpol detains Kyrgyzstan’s ex-Minister of Energy

A wanted Kyrgyzstan's ex-Minister of Energy Saparbek Balkibekov was detained in Dublin (Ireland) as the result of Interpol Central Bureau operative measures. The information comes from the prosecutor's office of the country with reference to the Interpol Central Bureau, reported "24.kg"

Note that Saparbek Balkibekov - ex-head of the Ministry of Energy and "Elektricheskie stancii Company". He and other high-ranking officials, who worked during the reign of Kurmanbek Bakiyev, fled the country following the April events of 2010. He was put on the international wanted list.

Earlier, Mr. Balkibekov was incriminated in contracting and public purchasing contrary to country's interests. Prosecutor-General's Office initiated criminal cases against former head of "Elektricheskie stancii Company" Saparbek Balkibekov. He was charged in abuse of power and conducting activities against country's interests.

According to investigators, on February 15, 2006, Saparbek Balkibekov contracted with LLC "STK" on coal supply to Bishkek Thermal Power Plant in the amount of KGS 28.2 million without bidding. So far, the company being paid KGS 15 million shirked the obligations and disappeared.

In addition, on January 19, 2010, Director General of "Elektricheskie stancii Company",  his deputy and director of Thermal Power Plant made two obviously unfavorable contract with LLC" VIK" for the supply of coal. The contracts did not stipulate measures to ensure fulfillment of the obligations, i.e., providing bid security or a bank guarantee," the report reads.

Reportedly, Elektricheskie stancii provided $ 571,234 for the company. Meanwhile, the company supplied coal in the amount of $ 267,464 and subsequently refused to perform the obligations.

According to investigators, the state suffered damage amounting to $ 303,769.

He was charged in absentia and put on wanted list. Now, investigators try to extradite him to his homeland.

Incidentally, we recall, the interim government of Kyrgyzstan has promised to pay $ 20,000 to $ 100,000 "for real assistance in tracing and capture of criminal".
