Turkmen President Gurbanguly Berdimuhammadov told national TV channels that he signed a decree releasing more than 3,700 Turkmen prisoners and about 30 foreigners.
The holy month of Ramadan - fasting is now marked in the Muslim world.
Berdimuhammadov stressed that "following the age-old charity and humanity principles of the Turkmen people pardon action is systematically carried out in Turkmenistan, when our country's citizens, as well as foreign states' citizens, who sincerely repent of their deeds, are released".
All prisoners will be released from prison and reunited with their families under the president's instructions.
"Thus, we provide all these people with an opportunity to honestly and conscientiously contribute to the development of the country and prove that they really repent of their deeds," Berdimuhammadov said.
