President of Turkmenistan Gurbanguly Berdimuhammadov signed a decree "On construction of a new, modern city of Abadan", under which an international tender will be held to select a contractor for conducting construction and assembly work here, an official Turkmen source said.
The Construction Ministry was ordered to create a Directorate of facilities under construction, develop a master plan for the new city, hold an international tender to select contractor to conduct construction and assembly work.
The document also instructs to establish a coordinating interdepartmental commission, which is authorized to involve specialists of the relevant ministries and agencies in its work.
"All construction work must be carried out at high rates and with perfect quality, which was and remains the most important condition, which extends to all contractors in Turkmenistan" Berdimuhammadov said on Saturday, local media reported.
Abadan city located near Ashkhabad was significantly affected by the emergency in 2011. According to official data, in the surrounding area there was "a fire that occurred as a result of very hot weather. It led to the detonation of fireworks, which spread on the territory, within which there was an army depot." on July 7, 2011.
The country's authorities informed that "nearby houses and buildings are partially damaged in the result of an emergency."
Abadan must show a pattern in all areas, including in terms of environmental cleanliness, Berdimuhamedov said, after studying the design of new buildings and expansion of the city of Abadan due to new land on September 2011. Its plant facilities must be located outside of residential areas, and new social and cultural facilities in conjunction with the park complex should be a "true adornment of the city."
Residential area of luxury homes, shopping center, a hotel, a complex of buildings for health and the agricultural industry, a cultural center are among the upcoming projects. It is also planned to construct modern administrative building, in which administration of Akhal province and the administration of Abadan, civic organizations and government agencies will be located.
