Turkmenistan is preparing to hold demonstrative tactical exercises 'Khazar-2012' (Caspian-2012) at the beginning of September with the participation of units of the military and law enforcement agencies, the Turkmen government reported on Thursday.

This issue was discussed at a joint meeting of the government and State Security Council. Such exercises are being held in Turkmenistan for the first time.

President of Turkmenistan, Supreme Commander of the Armed Forces of Turkmenistan Gurbanguly Berdymuhamedov noted that, "like any other State with access to the sea, our country needs to ensure reliable safety and security of maritime borders." In this regard the head of the state reiterated that, a programme for the development of the Naval Forces has been previously developed and approved in accordance with the basic provisions of the military doctrine of the country which is a purely defensive in nature.

Stressing the need for a high organised level of preparation for the demonstrative tactical 'Khazar-2012', exercises in which the strong defensive capabilities of a modern country's armed forces must be demonstrated, the president drew attention to the fact that it will allow the military to master combat skills and provide opportunities for professional development.

Stressing that the government will continue to take care of the steady rise of the combat potential of all the structures of the national army, improving the life and service of the military, including the navy, Berdymuhamedov wished the participants success during the upcoming exercises.

The question about the creation of a Navy was raised for the first time in 2009. According to a presidential decree, the country will establish a naval base which will be equipped with modern technology by 2015.

Ashgabat motivated its steps by the fact that international extremist and terrorist groups interested in drug smuggling are gaining momentum in the modern world.
